Iran Says Draft US Peace Memorandum Near Completion as Talks Advance

(MENAFN) Iran has said it is in the final stages of preparing a memorandum of understanding with the United States aimed at bringing an end to the ongoing conflict, according to the country’s foreign ministry spokesperson.

Reports indicate that Iranian officials describe the document as a structured framework outlining key issues seen as essential for de-escalation and settlement.

“Our approach has been to draft a 14-point memorandum of understanding that includes the most important issues necessary for ending the war and matters that are fundamental for us,” Baghaei said, reported the Iranian Fars news agency.

“We are in the final stage of finalizing this memorandum of understanding,” he added.

According to reports, the proposed framework includes provisions related to ending hostilities, lifting restrictions tied to maritime operations, and addressing the release of Iranian financial assets frozen abroad.

Officials noted that although work is progressing, no unified timeline has yet been agreed between Tehran and Washington. The implementation phase, once finalized, is expected to span 30 to 60 days.

Reports stated that Iranian officials have also sought to separate the issue of the Strait of Hormuz from direct negotiations with the United States, arguing that it falls under a different regional mechanism involving Oman.

“Regarding the strait, a mechanism must be defined between us and Oman, and we have held several rounds of talks with the Omani side on this matter,” Baghaei said.

Iran also emphasized that nuclear negotiations are not currently part of the ongoing discussions, which are instead focused on ending the conflict and addressing sanctions-related issues.

Indirect communication between the two sides continues, though reports indicate that significant disagreements remain over frozen assets and maritime arrangements.

US Secretary of State Marco Rubio has separately stated that “some progress (was) made” in the talks, while cautioning that negotiations are still ongoing and unresolved.
